Is this classed as a steal?

I know the cut off and button raises are classed as steals , but is this still a steal in MP ?

From my PoV, I think it might be worth looking at hands like these from a 'Value Bet Vs Bluff' perspective (rather than, Steal vs "I want action").
This way, you can continue to think in this manner post-flop.
E.g. If we see... 5c6d7h? Sure, a continuation bet will eliminate some worse hands, but it'll knock-out some better hands too! It might also set up future opportunities to bluff for us, and with decent equity (two overs and a gutshot to the virtual nuts), it allows us to bluff with a hand that has potential to improve.
To go back to your original question, do you want to "steal" (i.e. bluff, pre-flop)? Well, are the people next to act tight, or loose? If they're tight, it might be a good idea to "steal". If not, it might be a bad idea, and we might be better served value-betting (i.e. raising stronger holdings) instead.
