Charles Bronson is the next offender whose parole will be in public.
Bronson, who has changed his surname to Salvador, is one of the UK's longest-serving and most notorious prisoners.
He has been granted a request to have his case heard in public when he makes his next bid for freedom.
The hearing is expected to take place next year.
Causley's case history read out
The chair went through the history of the case and noted Ms Packman's body has never been found.
He said when Causley was released it was on licence, which means he could be recalled at any time for the remainder of his life.
He said the panel must proceed on basis that his conviction was correct.
The chair then went through the details of Causley's recall which occurred after the offender went missing on 26 November 2021, leaving his wallet and phone.
He turned up the following day with some injuries and claimed he had been assaulted but no arrests or prosecutions followed and no suspect was identified.
The chair said Causley accepts that his recall was inevitable and so the panel does not have to decide whether that decision was correct, but rather about whether Causley remains a risk.
There are 11 members of the public watching also. They include one member of the victim’s family. Some of them are taking notes.
Causley is talking about how was attacked in the evening of the day he went missing.
He said nobody else was there but three men attacked him along the beach in Portsmouth while it was "totally dark".
He said the men were shouting and wanted money or a phone.
Asked why he thought this happened, he said: "I just think it was wrong time, wrong place."
He said he felt “bereft” of everything. Causley said he lay on the beach shivering rather than seek help after allegedly being robbed and attacked.
"All I can remember is laying on the beach shivering," he said.
He said he had bruises, and the panel member said “you’re pointing to your left leg,” - a reminder that there is no camera on Causley for this hearing.
The police did not record any “visible injuries,” the room heard. A few members of the public gave each other puzzled looks.
