  As we have 10's of thousands of asylum seekers sat in hotels doing nothing, perhaps we could make it a condition of their asylum application that they do 2 years National Service before they get to stay.
  A sort of Foreign Legion like France has.
  
  May even be a better deterrent than the Rwanda scheme.

  Train them as peacekeepers and send them back to the "war torn" countries they fled from so they can stop the "wars".
