4 card straight value bet sizing

Opponent is a complete unknown to me, hasnt been at the table long enough for me really to give him credit for being good or bad, so readless.

    He's probably not going to give you too much credit for a 9, so I wouldn't worry about not being called by worse. That said, I doubt he calls often with just top-pair or worse, so no reason to bet too small.

    I'd probably bet a little less than 3/4 pot. I wouldn't want to bet too big so that I couldn't be called by the lower two-pair hands.

    Also, your thread title made me think you'd been taking advice from Orford: "4-card straight".

    Is there any value in raising the turn or will we be folding out his bluffs/pairs/2pairs?

    As played i would bet 3/4 pot.

    Yep, I am raising turn also. He is playing the hand strong through the streets which usually means he has something fairly decent. If he folds turn then we probably aren't going to get much more anyhow but if he decides he is strong enough then we are playing a bigger pot.
