NL10. TPTK vs passive vs reg. Line check.

I know this is a fairly standard hand but I just want a bit of reassurance on my mindset and wether my line is optimal. I think I could have maybe got more out of the hand.
Grotbags is a player I haven't come across before and I have extremely limited reads. He basically plays a lot of pots but seems to bet small as a c-bet to try and pick up pots cheaply. By small I mean like a third of the pot. This in my mind is him maybe drawing to a hand cheaply and/or taking it down cheaply uncontested. Please bear in mind that this is only after maybe 20-40 hands with him.
Pre flop is no problem.
First question is on the flop. We 3 are all reasonably deep. When he leads the flop for 1/2 pot I decide to just call with the reg still left to act. With grottbags limp calling pre I don't see him being that strong. Possible sets but nothing to fear as yet. I am confident I am in front most of the time. Not seen grottbags bet as big as 1/2 pot though so I continue with a little caution thinking that a raise is inflating the pot somewhat and folds out any bluffing/semi bluffing hands. Should I raise the flop? Am I too passive? Advise please.
The turn is reasonably safe. He bets again but 40p in to £2.60. I am now pretty confident I am in front and he is trying to get to showdown cheaply or on somesort of drawing hand. I don't feel I can call the 40p as its too cheap. A lot of scare cards to come on the river. Too aggressive?
Just general advice on the line as I now feel I could of just flatted again then charged him a little on the river if he checks.
