It's NEVER a ship pre, you're only saying that cos you know now he had 9T. If you 3bet ship KJs when you have 25xBB with no antes, you'll be completely crushed every single time he calls (with the exception of probably TT) and when he doesn't you win like 3xBB.

FWIW, I'd just flat the flop with KJ on 9TJ with a FD
