Vote is a little bit short on info you can use. Certainly I'd suggest between 3xbb and 4xbb as standard if open-raising, and adding 1bb per limper if not opening pot.
Definately do not riaase more with your big hands, or less with your weaker ones. It is a huge tell to anyone paying attention. It is the same with these people that think limping PP's is good in case they get a raise after them. Sorry, but you might as well put out a big sign sayiing what you are doing.
2x bb raise is not overly good either unless maybe you want action, as certainly the BB is going to be curious to call with a lot of hands due to the price he gets to look at the flop. You can't be worse than 5:1 preflop, and so giving them 3:1 means they going to call fair amount of the time. Or if they're, Gus Hansen, it's 100% of the time.
