Sitting at too many tables

I like to play heads up. Whenever I look for a table I find one person is on each table but she always sits out rather than play. I once found her on 6 tables so I wont play with her anymore. Surely nobody should be allowed to occupy so many tables when they clearly are not there. Any comments would be appreciated
