It's obviously not working if she's having to employ it everywhere she goes!
Distraction or engagement are better ways of curbing "misbehaviour". Dragging kids around a supermarket is unfortunate, I think parents would do better recognising it's not the most captivating activity and maybe interact with them a little better if there's no alternative to them being there in the first place.
