Possibly, though a learned friend of mine says that gear pullers normally have three tines.

Its some sort of clamp, that bolt on the top left looks like its newer than the rest of the clamp or the bolt doesn't get used often, so when its fixed in place, its fixed in place.

We need to think what it would clamp.

The clamps worn more in an open position, so it looks like it never gets closed to a maximum.
