Yes, this is 100% normal, unfortunately. I'm pretty sure Ladbrokes don't even give me 0.01x from that chart any more - I'm allowed a max stake of £5 or they'll lay to lose £20, whichever is the least liability of the two.
It's always happened but tbh I can see why it's so much more of a regular thing in 2019, especially with how much matched betting has become the #1 money-making tip for every "How to make beer money in your spare time alongside your job" blog/website.
I don't like that restrictions are a thing, but at the same time if I were a bookmaker, I'd be as harsh as anyone out there, particularly on the winning punters without proper knowledge that can help set your prices.
By that, I mean people who signed up to a matched betting or arbitrage alert service that spoon feeds them information like how to exploit bookie/casino promos for a monthly fee, or informs them any time they can back something and lay it off for a risk-free profit on an exchange.
Same goes for the people who are either receiving a feed ahead of the bookies (I've seen this before with test cricket on the foreign Sky TV channels and the bookies just don't realise it's available), or 'courtsiding' at various sporting events, hoping to jump on an in-play market before information comes through to the bookies and the prices adjust.
There's actually people out there that make money out of going to horse racing and waiting for a horse to drop back/fall/pull up just so they can be the first to lay it on Betfair before the punters on their PC at home watching the stream realise the horse is about to lose any chance of winning. The same can be done with other sports, notably tennis where the term comes from originally, and also cricket (because there's tons of in-play markets and time in between each ball) is somewhat prone to courtsiding. I've heard it's a pretty good living for those who are good at it, but also a good way to get yourself banned from a sporting venue if caught, so probably not something to quit your job for.
Letting those kinds of sharp punters win on sports provides no value to a business because they're not throwing their winnings away in the casino or helping you set your prices on markets without exchange liquidity/prices to go by, as they have insufficient knowledge of the sport itself to inform your prices and typically no interest in betting/slots/casino unless the odds are in their favour.
At least with someone like @NChanning or someone with inside info who takes money off a bookie long term, it's worth the bookie taking their bet then snap changing their prices to react to new info.
tl;dr - There's so many winning punters out there who aren't valuable to bookmakers, even as 'markers', so they don't really have a choice but to restrict harshly. I get it. Sucks for legit punters though.

There's the odd site out there that won't restrict winners, the most well known one being Pinnacle, but unfortunately they don't operate in the UK at present. The closest thing we've had to that recently was Black Type.
When Black Type launched, they had a lot of similar claims to Pinnacle (we'll let you win, if you're arbing on our site then that's on us for having our prices wrong etc) but that didn't last and they soon reverted to your standard bookie that doesn't like winners and got rid of all their arbers who had signed up. Even when they 'allowed' arbers, they tended to ban a lot of them and claim they were 'bot users' anyway, particularly if they were taking advantage of the site's leniency with arbs on the Nigerian Women's U17 3rd division.
I had a good Cheltenham last year, not really big bets used a lot of promotions, next thing I know Laddies restict me to .45p per bet, Corals just wouldn't take a bet. Also why do bookies frown upon match betting so much ?.

They've probably restricted you because they believe you're taking enough promotions to become -EV for them. Also taking a large amount of promotions is a matched bettor behaviour, even if you're not actually matched betting, so they might suspect that.
If you were using Ladbrokes' daily boosts at all on Cheltenham then I suspect you would've been taking some value off the bookie long term, particularly if backing outsiders EW at best price on Oddschecker. Iirc the Ladbrokes boosts are pretty generous especially at high odds and create a lot of value on the place part of an EW bet, especially when they have extra places offers. It's been about a year since I was eligible for their promos though so idk if that's still the case
Re: Question - Bookies frown upon matched betting, arbing, beating the BIP stream etc because the people doing that typically have no interest in placing actual bets - they're just there to take +EV spots and they don't provide the bookie with any info that they can't get from a computer. They're essentially unprofitable customers that provide no benefit to the bookmaker in any way.
im doing a chunk with sky but dare say the day the bets start landing they be restricting me if your beating SP long term they will restrict gone are the days bookmakers took bets and kept customers ..they just want the mug punters coming back day in day out or maybe sky is a jinx site lol every time put max bets on they go down
