I think it will happen. The regulators stance is going to be near enough parallel to their stance on betting shop terminals - where harm is happening they will make changes.
I'd speculate the UKGC will keep at this type of thing and over the next 10 years and the industry will change a lot, which is why we see a lot of the mergers, I'd reckon. It's the only way to consolidate.

If operators understand this then, to be very optimistic, they might make poker formats less gambly. This might be pie in the sky thinking, mind you.
