Some of the periods spent on parole or probation are longer than their original jail sentences.
Many of them are returned to jail over fairly trivial matters like a small amount of cannabis found in their bodies, when tested.
54% of their new admissions to jail are people who have breached their their parole or probation conditions.

He faced a massive attack from The FOP, who were arguing against prosecution.
The FOP, the Police Officers Union, really came across as ar5eholes.
They were arguing against prosecution of the officer, despite the fact that video was available showing the unarmed man running away from the officer, and was shot in the back, while posing no threat.
Incredibly the same officer had got away with shooting another suspect 7 years before.
Also in the back, also while running away, also while posing no threat.
This one was luckier, as he survived.
He appeared in the programme.
He spoke from his wheelchair as he has been unable to walk since the incident.
He failed in his attempt to sue the authorities.
The officer is white, both victims black.
