The contractor allegedly painted double yellow lines underneath parked cars in a quiet residential street in Wokingham, Berkshire this week, without any prior warning to motorists or residents, according to local councillor Shirley Boyt (pictured with fined vehicles). One of the affected drivers is 19-year-old student Moeen Ulhaq, who has vowed to appeal the £70 fine he was handed just minutes after the lines were painted.
