Roman Abramovich sanctioned in £15bn hit on seven Russian oligarchs
What it means for ChelseaThe Government has told Chelsea it cannot even sell tickets to matches and any takeover is now on hold as part of the order.
The club will still be able to pay staff, including players, and broadcasters will be allowed to show Chelsea matches.
A result of the sanctions, a club sale can only go through if the Government grants permission. Other key points for Chelsea in the order include:
Chelsea are now under under an effective transfer embargo, with new loans and permanent deals banned
Existing loans/transfer deals can still be paid
Broadcast and prize money can be received but will be frozen
Merchandising sales may continue but money cannot go to Chelsea
The club is limited to £20,000 travel expenses per match
There is also a limit to £500,000 on security, stewarding and catering costs per match
No new ticket sales - season ticket holders and existing ticket holders only
No stadium work or redevelopment

Could they be docked so many points at a future stage that they get relegated? could this finish Chelsea football club in effect?
Could they be relegated? Not impossible. But even more unlikely. Far more likely that the "Big 4" (Man City/Man Utd/Liverpool/Chelsea) becomes a Big 3, and Chelsea drop down to the chasing pack (Spurs, Arsenal, etc).
Will it finish Chelsea? Not impossible. But extremely unlikely. Also important to bear in mind that Chelsea have enormous ongoing contractual difficulties now. Can see them losing half their squad.

We all know what politicians say, is not necessarily what they do. But, sometimes, the trick can be looking at what they actually say. Rather than what they are trying to make us believe.
One example. "Sanctions will prevent Abramovich profiting from Chelsea."
The key word there is profiting.
Mr Abramovich has loaned Chelsea roughly £1.5 Billion. It is not "profiting" to get his loan repaid. And if he were not to have it repaid, then who gets that money? Er, Chelsea. Owned by Roman Abramovich.
There will be a deal. And the current owner will settle for getting his money back. There will be lots of talk. But the action will be slightly different. And it needs to happen before the next transfer window.
Unless the Government wants to watch all the investors in football, particularly the national property fund type, walk away too. And that is a lot of money.

A Big Three of Liverpool, Man City & Arsenal has a nice ring to it, so there's that.
It is impossible to separate entirely sport and politics. But people need to be really careful in relation to how much. There needs to be a rethink on how the "fit and proper" test will work going forward. But, once owners are approved, it needs to be extremely rare that owners are treated in this way. For conext:-

Or else the owners of a lot of football clubs will continue to invest in football. Just not in the UK.
There is a clear case for sanctions in Chelsea's case. But they need to be proportionate.
PS-can't name names. But can confirm that, in relation to points deductions, the law is an absolute nightmare for all sides...
We all know that footballers are enormously well paid. and have been for many, many years. Lots of multi-millionaires.
There are 92 league clubs. Number of footballers with a majority stake? 0
Number of clubs with footballers as significant minority shareholders? 2.
The ex-Man U players at Salford. And Hector Bellerin at Forest Green.
Not exactly giving back, are they?
