So he has wasted/chosen to spend the equivalent of a millionaire spending less than £7 on a takeaway.

There are 2 sides to that particular story. We can look at the past. And ignore the future.
Where he got his money from? Questionable. At best.
But he has been actively involved in seeking peace for Ukraine. And actually attended a high level meeting trying to achieve exactly that. At risk to his own life.
Which appears to be more than the UK has done so far.
The Russian leader privatised his utilities in the early 2000's. And made various of his mates rich. By ripping off his own people who voted him in.
So we must sanction these people. Says the Conservative Party. Who, er, privatised the utilities in the 1980s. And made various of their mates rich. By ripping off the people who voted them in.
And, during the pandemic, ignored all the rules in relation to Compulsory Competitive Tendering. And gave out contracts worth hundreds of millions of pounds. To their mates. Most of which appeared to have neither the experience or contacts to actually deliver what was promised.
Meanwhile, huge tax hikes, in part due to all the money given to their mates.
Seen any sanctions in relation to that? Anyone who got paid squillions on empty promises been fined? Or sanctioned? Or asked to pay money back for breach of contract?

I am not sure what point you are trying to make. We have allowed him to buy Chelsea, and live here for almost 20 years. To my knowledge he has not faced any legal action. This is despite the source of his riches. Not even when Putin annexed Crimea in 2014. All of a sudden we have taken action against him, and question the source of his funds, because of the situation in Ukraine. We are doing this now, despite his efforts in seeking peace.

Ok. It seems weird that we would penalise now, when it seems he is trying to help.
Abramovich 'trying to help' is likely rhetoric or just him having the remotest of conscionable feelings. Heck it might even be a tax manoeuvre. Even if all of the Chelsea sale funds went to Ukraine I would not be giving him any credibility at all. If he gave back all of the money and assets he currently holds he will still probably not make up for the money he siphoned from the Russian people.
Whilst we should look at our own corruption as Phil says, that should never promote blind eyes.
