    That is easily resolved (if it is true).

    The person is on Minimum Wage.

    It would appear that his Employer feels entitled to introduce a rule that breaks all sorts of employment legislation.

    But the simplest is this. This illegal "penalty" means that the Employer is deliberately failing to pay Minimum Wage. And should be reported.

    Because I am pretty safe in assuming this Employer is not saying that he will pay an hour's overtime for anyone who is 6 minutes late...

    Ah vaguely remember when ah was a youngster if you were a minute or two late to start your work you got docked 1/2 hr from your wages and this applied to tea and dinner breaks.

    Never mind the 3d it was 1/12th of a shilling.
