Whenever I see things like this normally it's not from the thought of "this looks a great idea" and more from "what is the real reason for this."
Can be seen from both sides, the Government claim it will save money over 50 years, I am sure there less accidents and less need for Emergency Services etc which is a positive.
The other side - 30mph is not speedy and we have been used to that pace for many years so will be a bit of an adjust. On board with 20mph near schools and in areas where the elderly residence absolutely - does residential areas cover all areas where houses are? If so a step too far.
Would prefer stiffer punishments for speeders rather than wholesale changes and new laws which can take the enjoyment of driving.
My sister lives in Wollaton, and there are 20 mph limits all over the place there. It is a pain.
However, important to recognise the considerable extra risk to children at higher speeds, and the fact that everyone seems to go over the speed limit. It will probably result in people doing 30 mph, rather than 40.

For people who drive way over the limit, prosecutions should be for Dangerous Driving. And I do mean way over-90 in a 30-zone, 150 on a Motorway, etc.

I cba to do the maths, but if, say, a typical 30mph zone was 1 mile long & is now reduced to 20 mph, how much extra time does it add to our journey, a minute maybe? It's hardly a dreadful inconvenience is it?

Probably more sense to improve parking around schools providing drop off points would greatly improve traffic flows and make the roads safer close to them at peak times.

Good point there, the parking around schools during the "school run" rush hour is definitely very dangerous & a hinderance to smooth traffic flow.

Sensible - this sort of thing would be a better focus rather than speed limits in estates. Anything to make parking easier and help traffic flow would be useful.

Unfortunately the people who usually race round these areas will pay no more heed than if it was 30
