Is the dealer allowed to ask whether the cards are being mucked? Seems stupid to assume someone is mucking AA. (No idea by the way, have only played live a couple of times)
thats flat out cheating you show a hand the rules say hand is dead. So he is all in with a dead hand all BB has to do is call and they get the pot SB is out.
its one thing if someone shows a hand and asks am I any good here? to try and get a read on villin but this situation as described is absolute nono.

My understanding is that the BB hand is dead as he threw his cards onto the table without putting any chips in or announcing his intention to call. I am uncertain about the showing of hands to each other especially as the SB is All-in but would imagine the hand, at that point, is still 'live'.
If the BB (rather than the SB) had said "what a cooler" that could have been construed as a call.
Think the time the hand is dead when the cards hit the muck-if BB had argued that it was a call before hits the muck, then (and IMO only then) does he have an argument.
Something very similar to this happened to me twice at two different SPT’s Once at Manchester I shoved on a guy and without saying a word, turned over his hand. The dealer said “ you’re folding ? “ in a tone that suggested a question, but the guy didn’t respond and his hand was mucked. ( incidentally he had me dead to rights ) At Brighton I was in a SB BB battle, the BB shoves over my raise and I said “ let’s see who the luck goes with this time “ we had had a few battles. I turned over my cards that had him dominated, but I suddenly realised I hadn’t said call, apologised to the table and gave my hand to the dealer as I, and others around the table thought , if you show your hand without declaring your hand is dead. Later on the TD told if I had called the floor and explained what had happened, as it was obvious I intended to call , by the route of the conversation, he would have ruled I could play the hand. Not exactly sure what the definitive answer is.

BB can say, no wait, im calling.
And the call stands.

Basic poker 101, always make your action clear.
