I've probably been involved in about 50 situations like this, normally advising the Employer.
The best people generally know they are the best people. They tend to have transferable skills. And they tend to be wanted by the main rivals to the business. So they leave. Because they can. And to be at an employer that values them.
Whereas the people who do not have those skills do not have those choices. So they stay. And you end up with the workers you don't want. Rather than the ones you do.

Fortune reporter Kylie Robinson tweeted that an estimated 75 percent of workers had ignored a deadline to click a link saying they wished to remain employed by Twitter. She later clarified that this figure was based on straw polls taken by her contacts at Twitter. The Verge reported that 2,900 of the remaining 3,700 staff had decided to stay - a potentially healthier figure.
Elon Musk has said Apple has halted most of its advertising on Twitter and accused the company of threatening to remove the platform from its app store.
The feud comes as many companies have halted spending on Twitter amid concerns about Mr Musk's content moderation plans for the site.
Apple has not responded to requests for comment from the BBC.
Mr Musk has said Twitter has seen a "massive" drop in revenue, blaming activists for pressuring advertisers.
