    The problem is this.

    There is a method in the madness, in that, in 1 sense, it makes sense to penalise polluting vehicles.

    However, the people who have these vehicles tend to be the people who have older vehicles not through choice, but because they are unable to afford newer vehicles.

    Which makes it a tax on the poor. To reward the rich.

    Which is a bit rubbish.
