1. Many years ago, spent a fun day with police testing a new speed camera. The first sign police look for in relation to potentially speeding cars is the position of the driver. Amazingly, when people are trying to reduce speed, they lean back
2. This tech change is unlikely to lead to lots more cameras. Simply because of a row between Central/Local Govt. With the exception of Motorways and a few A roads, responsibility (and cost) for fixed speed cameras falls on Local Authorities. And, due to a blatant grab by Central Govt some years ago, income from fines belongs to Central Govt. And Local Govt is skint. Since 2010, various Councils have switched every one of their fixed cameras off.
You could be right I came off motorway where there is 30 sign with camera and didn't see it till I passed it, looked at the speedo 40 dam/blast/ now waiting to receive ticket that was year ago. I still slow for them just incase it was one off lucky boy.

There are strict time limits for speeding prosecutions. You (or the Registered Keeper of the vehicle) normally have to receive a "NIP" (Notice of Intended Prosecution) within 14 days, and the Summons/Fixed Penalty within 6 months.
So-unless there are other factors (which are rare) such as false plates/failing to notify DVLA of change of address, you are safe.
