Or rather, pretending to. Imagine a Judge has heard all the evidence in a Rape case. He decides that the accused should serve at least 10 years inside, and possibly more. So before 2022 he may well have given him a 20 year sentence, knowing that he couldn't normally be out in less than 10. 3. The Law changed, as long ago as, er, 2022. When for these sorts of serious offenders, the half was changed to two thirds. So if a Judge thought he should be in for at least 10 years, he got a 15 year sentence. Instead of a 20 year one 4. If it changes in this way again, he is likely to get a 10 year sentence

It's just grandstanding.
I have often wondered how the Americans do it. They must have thousands of prisoners serving life sentences without the possibility of parole. That means no incentive to behave themselves. No reason not to kill another prisoner, or guard. They must be tough to control.
