I can't raise queries with Sky Bet I'm afraid, you'll need to do that by contacting Live Chat.
FWIW, I agree it should be a £3 return - 2 x £1 NR singles & 1 x £1 NR double. The other 4 bets all lose. All IMO of course.
As @Tikay10 has said, Sky have settled your bet correctly in this instance. It's also the case that every other bookmaker would have settled the bet the same.
At first glance it can look unfair to only get 40ish % of your money back when 67% of your horses didn't run.
Your 7 bets broken down are,
3 singles Loser-NR-NR
3 doubles LoserNR-LoserNR-NRNR
1 treble LoserNRNR
Resulting in 4 of your bets including a loser and therefore can't be voided, only 3 can.
It's worth remembering that in all full cover multiple bets (Yankees Canadians and the like) and those that include singles (Patents and Luckys), you lose over half your money as soon as you get one loser.
So your gripe should not be with any one particular bookmaker, but with multiple bets, and the way they work in general.

They say according to their rules you getnothing back on this bet ,2 vod runners,every thing goes onto the remaining horse to win,and as that was a loser,you lose everything.

I would get hold of Live Chat & ask them to point out the Rule which clarifies this.
Suppose you had 3 horses. 3 Singles. 3 Doubles. And a Treble. And you stake £7, so £1 on each of those bets.
1 horse loses, and 2 non-runners (as here). You believe (as do I) that you get your money back on 2 Singles and 1 Double, and lose the rest. £3 back. They say £0
1 horse wins at Evens. And 2 non-runners. You would believe (as would I) that you get back £4 on the singles (2+1+1), £5 on the Doubles (2+2+1) and £2 on the Treble. £11 back. £4 profit.
Whereas, if they are correct on all bets going to the 1 runner, you would get back £6 on the Singles (2+2+2), £6 on the Doubles (2+2+2) and £2 on the Treble. £14 back. £7 profit. Because you would have 2 "winning" singles and a "winning" double where no horse ran.
Ask them to confirm that that is indeed their case. And to show where they have paid out as winners where no horse has run.

I mistakenly thought you were unhappy about getting £3 back.
You say you got nothing back and Sky have confirmed that this is correct.
Although your second post with your bet receipt on clearly says
Total Return £3 Total Profit -£4
So it seems that the bet has been settled correctly, and you have been paid £3, and the only problem is confusion in communications.
