HR has its own language. There was a time when Staff were called "Personnel" or "Workers"
Personnel fell out of fashion. And can't refer to people as "workers" because that term involves a lot of legal obligations on an Employer that might not otherwise apply.
Then HR (as the name applies) started calling Staff "Human Resources". Accurate. And horrible. In equal measure.
These days HR tend to call Staff "Talent". It has all the stuff you expect from HR-it sounds vaguely good. And is rather meaningless.
No doubt you have seen people who say their job is "Talent Specialist" or similar. All that means is someone in HR who concentrates on Hiring. As opposed to Firing.
Which reminds me of this joke at 1 of my former employers:-
"The good news is that the Staff have been rated the 4th most important asset of this Company. The less good news is that 3rd was Paper Clips."
