if your the floor manager how do you handle this situation?

So hand is from a dream didnt actually happen but raises some questions about what exactly a floor manager should do here.
we are deep stacked its not specified whether this is tournement or cash.
The under the gun player raises and gets 3 callers the flop comes 6s5c3c
under the gun has QsQc and decies to lead out the next player had Jc4s and decides to call but then reaches over to the deck to deal the next card and the river card straight out which come 4c 4h and then ships his chips in before the two players waiting for action can do anything.
the dealer has not been paying attention but instead has left the deck in the middle whilst he has a jolly conversation with his mate who is playing at the table but not involved in the current hand.
the guy with QQ is irrate and called floor manager and one of the guys behind has 78 we dont know of what suits and no info on the other guy behind because he isnt saying anything just keeping quite.

the guy with QQ feels the pot should be his the guy with 78 feels he would be robbed if he didnt get all the chips and the guy with J4 is arguing there is no way the guy with 78 could find a call on the river because full house potential so that guys hand should be dead and the guy with QQ would have to call becase pot committed and he cant argue that according to him so he should get that guys entire stack.

as floor manager what do you do here?

    Lie down, after which I tell the dealer to pick up both the turn and river and placed back in the deck, reshuffled, promptly remove the J4 player from the tournament/cash game and allow the action to continue as normal

    I'd sack the dealer on the spot , though theorectically it would never happen , well only in a dream

    Dealer gets the sack at the end of his shift ;) and his mate drives him promptly home with little chat on the journey....
