Moving tables in MTTs

Can anyone explain the logic used for moving players from and to tables in MTTs ?  Is it random as to who goes?

A number of times I have been on a table and 3 or 4 of the players have become quite shortstacked relative to my own and then I've been whisked off to another table just as I was looking forward to having a shot at their bounties.

    It's all random matey.....Annoying I know when you've targeted the short stack or the raving nutter for destruction.
