If he's betting properly, by all means flat him, but you need to get some money in the middle! an 8p bet into 70+ is pathetic, teach him to man up. Make notes too, whether he flats your reraise, reraises you, or folds- you have better information on what that 8p bet means, and have a better idea what to do next time. Reraising is almost never going to happen, and he'll probably flat you more often than not.
I might reraise to between 40/50p, they're not normally good enough to read between the lines and think a small bet is begging to be called, he's more likely to think it's cheap enough to play. Then you're reeling him in even more
