Advice of dealing with short stacks

lately I have been having a problem with shortstacks. I find when i value bet (a moderate but not invisable hand) i almost putting them all in and they call, to then outdraw me... And they do bets that have no relation to the pot size. I mostly end up with their chips, but on medium strength hands i find it difficult to play them. Has anyone got any general advice for dealing with these types of players???
