Im in a bounty hunter torny at the moment and had a player go all in guy before me calls and so do i. Me and the other guy both have bigger stack and same hand but other guy gets the bounty! even though we split pot does anyone know why this is? other guy had slightly bigger stack than me is this the reason. If so why do the rich get richer and the not so well off get shafted?

the easiest way of understanding is by considering the alternative.  what if the short stack was given the bounty?  awful solution.  therefore as is, is best.

why would short stack get the bounty i was asking why its not split between both players with same hand that split the pot short stack that lost would be out.

Because it isn't... not much of an answer I'm afraid but that is the way bounty hunter games are played

The live rule and the rule here I believe is:

    a) The largest stack going into the hand gets the bounty
b)If stacks are equal (ie first hand) then the player nearest to the button gets the bounty (or extra chip)
