the problem with 4nl is you are not likely to get folds with any kind of sensible raise and possibly not even with an all in so the question is whether you think a pair of 8's will win the pot at the river
i dont mind a call given the price - you could hit 2 pair or trips on the turn but you could already be facing a straight
I probably 3/4 bet it and then check for showdown after
