Below are a few situations when I might shove these spots :
1. When villians have tendency to play back pre (I dont want to induce a 3bet or a shove)
2. When villians are to loose pre and tricky or aggro post (again I dont want to be in a guessing game)
3. When I have been active, I dont want villians playing back even if my hand is beating there range.
4. When I multi tabling - I shove it alot more when I have several tables wanting actions.
Basicaly shoving definatly makes you chips but putting in a standard raise will make you a few more if you want to "play poker" and make a decision pre flop to a rasie or a shove, or play post.
I think 17bbs are fine for a raise and a c-bet, your still OK with about 11bbs if it dosent work out. Got to admit thou I shove this more than most
