Is there a strategy behind min bets

I have seen a lot of limping and min bet. A lot of people say its silly and not proper poker. But if you take it seriously could there been any serious poker strategy behind it. 

I mean for instance this guy kept min betting me. That I got annoyed and tried a bluff on him when he hit a set. He got paid more than if he had bet pot size bets.

    At low stakes cash/tourneys, you can often get people off 20/30BB pots with min-bets!

    click backs are fine on dry boards

    open min betting is super bad

    limping has a place but should never be called a strategy unless you limp your whole range then unless you cooler someone or vice versa your going to struggle getting paid on your big hands
