I reckon I probably have 15 outs (any 8, K or diamond), maybe 18 if an A would be good.

Should I keep firing here?
Or should I check-call to try to see a cheap or free river card?
Or should I just give up now?

    I'd check call, 9 is a brick so whatever he calls with on flop he does so on turn a high percentage of the time so you have hardly any FE (him folding is good as you currently have ace high).

    I probably fire again. Half pot to build for when i do hit which we have a good chance of doing here. 

    Check call is fine too if you think he is going to float here but its NL4 so i dont know how capable this guy is.

    Playing alot of NL4 at the moment myself and I would usually fire a 3/4 pot bet on the turn as there are plenty of outs.  I would also have made it a bigger bet on the flop to build the pot.
