reads are...Villain1 is 'inexperienced' but seems to be doing v.nicely last fews days at nl100, he does lots of limping in EP with Axs hands, suited connectors, small pp's unsuited broadways, and 4-5x raising A9o+, J9s+ IP etc.. and ALWAYS donk bets POT with TPNK+, or say 44 on a 3-3-6 board
Villain2 = never seen before, lots of limping, fishy, will stack off with TPNK, or MP+OESD etc...

    UGH they are short-fish so it makes it a bit of difficult, villain 1 could have qj or some other draw/pair combo that we beat, but i think its correct to fold here, we have some re-draws if we are wrong, but still a fold for me, its pretty much a flip even against the weaker parts of villains range.

    on the flop i'd favour calling and getting it in on blank turns

    Think its the right fold, horrible board. Least we get to see his hand after if villian 2 is all inm im guessing two pair J 10.

    Proably flat call and get it in on a safe turn. From the way you've described them you could be ahead here, not a lot of turn cards you like though!
