Missed C-bet?

Is this a missed opportunity to fire a c-bet? I'd have check/called a bet on the flop as worse hands can bet but I figured if I c-bet, I'm pretty much only gonna get calls from Kx hands.

The reason for the smaller bet on the turn was because they were both so short stacked. I can take it down pretty cheaply or have a little bit of a better idea where I am, plus the short stacks are more likely to call with weak hands to small bets. Whereas, any normal sized bet is gonna leave them both committed or all-in if they call.
