Well he has bet from UTG but you say that he has been active. So do you feel he's playing a wider range than normal early T play? Min raise then call a the raise of a raise. Myself i feel like he's on a pp of some sort and was trying to set mine initially hen seeing two more in pot feels like it could be a big pot so is fishing.
Small bet after flop possibly missed or bringing you along but big rer now pot commits him s i feel that QQ even 99 is likely. If its KJ then its a poor play and he's got very luck.
 I do think you are behind though imo as the utg play suggest broadway cards or pp. TBH though S, some of the explanations i've heard from bluffers who just got "tired" do my head in and make me wonder why i even considered them as a thinking player.
