weird red timer

Occasionally when I'm playing, ome of the other players seem to activate a wierd red timer bar for either a brief second(flitting down quickly), or a couple of seconds ( descending slowly).
Is this some sort of time bank that I'm unaware of? If so how do you trigger it?

This usually means they're disconnected or having problems with their connection.
