why do you think hes calling a 3 bet in late position?

hes more than likely got a PP

PP 9s+ hes going to call imo

in low stake tornys people even call with w /overcards

The villan could have anything calling a 3 bet betting around 290 on the flop here is much better as for the times he has air you give him the chance to try and bluff you when you go allin hes just going to fold all his trash hands and you lose value everytime.
