If he says All-in before he moves his cards then i think they would give him the benefit of the doubt, if he moves his chips and cards in before saying All-in then i guess his hand would be dead.
In the situation with the hand being pushed over the line with the chips, I'd suggest that the hand isn't dead until it touches the muck.
Under other circumstances, I'd say the player could take no further aggressive action in the hand to prevent some sort of angle-shoot. Of course with this player being all-in already, that wouldn't be an issue.
I'd say there's not a problem with the player taking their cards back and having their all-in stand. They clearly indicated their intentions to the table.
I'm no Tournament Director but the rules should be all about what is indicated by a player. He clearly indicated his intentions.

On the subject of Solack's cards being accidently mucked... I've seen this done at a casino previously, I believe it was DTD where the dealer accidently mucked the hand of a guy who announced all in. In this case, the TD asked for the player to name exactly what his 2 cards were (privately obv), he then took the muck pile, searched through them, he found the two cards he had and so removed them from the muck and gave them back to the player.
The only half decent solution I can think of too really.

Hey James. My 1st SPT at Birmingham yesterday and sat next to you most of the evening in the side. Was it just me or was that a crazy table we were on. Seemed to be never a dull moment. Drinks being spilt, interesting house rulings and no Proper system to show 2 tournaments running at the same time. I think me and you spent most of the evening trying to work out, what the blinds were, when the break was, entrys, average stack etc.... was great fun though and had a real good time. I was on the table were Solack hand was mucked and once the casino made it very clear that no one was going anywhere near the muck to retrieve his cards I think we did the only thing that was fair by letting solack take back his chips. Had a great day yesterday and thank goodness James was on the final table to divvy up the pay outs otherwise I think we would still be playing now. Good luck in vegas Ryan.
