i was playing in a tourney tonight and two people where speaking welsh. I just wondered what the ruling is on that

reading and wiring the characters I would agree.
But Mandarin is surprisingly logical and once you get your head around the tones even a numpty like me can do it.  Just a little bit mind. Just enough to order a drink.

It can't be.  There are over 1 billion chineese who already speak it.  If it was that hard to learn then surely most of them wouldn't be able to speak it
