not just semantically but mathematically yes it would - even if it only ever showed AA or 47o as your hole cards, as long as you could not predict which one it would be it would still be random - just not uniform over the universe of all possibilities.
the RNG for online poker is not just about being random, it's about a random shuffling of the cards in a deck, in a non-forecastable way, and such that there are no biases in where cards get shuffled. ie over time every card appears in every place in the deck in roughly the same number of occasions. also the position of each card has to be evenly distributed compared to any other card (ie cannot have Ad always after As)

Perhaps the site could consider modifying the above information and confirming that the site has had a more recent audit. Posted by somer

The Alderney Gaming Commission check skys RNG every year and reserve the right to do so un announced.....
As to why sky haven't updated the information in the sites Help and Support section is probably a simple oversight on their part but I'm sure TK could clarify that if need be.

Why would any player not want an online poker site to check/audit its systems regularly?

How regularly do you want it 'checked'? Do you expect that it will become sentient and begin playing favourites if left unattended for long enough?
