He does mean loose aggressive players though. There's a big difference between loose aggressive players who are very strong pre-flop and loose passive people (the majority of people at 4NL) who are very loose preflop but don't know A) when to fold or how to get value from their hands when they're ahead.

Betting the right amounts is crucial in cash and mtts! yes its ok to limp and you can do it more in cash tables as blinds dont go up, but you still dont wanna be calling every rag A do you in cash as its gonna get you in a lot of trouble. Most players i come across especialy at nl4 will limp or call a raise with a Rag A or any 2 suited cards. If you bet the right amounts and make them pay for it when your strong and you hold premium hands you can punish these players and make them go bust very easily. Its all about knowing there range and probing and thats where a good player will win in the long run. Make sure you have the outs if you hit top pair or if they fish you are prepared to fold and get them in the next hand.
You may get some that get a lucky hit by calling a raise with lets say 10 5 suited, but if your playing AK suited there done for if a flush comes and if you can read what they have you know if your ahead or not and can draw them in or know when to fold accordingly if they have fished a st8 on the river. If they have a big br it makes no diffence infact its easier to get money off them because they dont care about losing money and that is a huge advantage for you because they play worse. A person with a small br is probably going to play tighter and you can get a read on these sorts too because they cant afford to go bust. The ones who play loose aggressive and dont care are dangerous but you can suss them out and get the most money from them. Some week players are affraid of these types but you cant be you have to stand upto them or they will just bully you with any two cards! But again these are the ones that you can make a lot of money from.
