    UK’s asylum dispersal system close to 'catastrophic failure'

    Britain’s asylum dispersal system is on the brink of collapse, according to a number of “unprecedented” warning letters written by council leaders and politicians to the Home Office.



    The decision to write en masse to the government has been prompted by the new asylum accommodation contracts – one of the government’s largest procurements, worth more than £4bn over 10 years – which are out to tender. They will replace the existing Compass contracts, delivered by G4S, Serco and Clearsprings in 2019.

    New bidders are being sought for the 10-year contracts, leading to fears that local authorities may have to accept higher numbers of asylum seekers and poorer quality accommodation.
    The letter adds that many towns and cities across the north of England have more asylum seekers clustered in a handful of wards than entire regions in the south and east of the country. “Being an asylum-dispersal area is voluntary and some local authorities in our region have over recent months been giving serious consideration to actively pursuing withdrawal,” it says.

    Politicians in the top 10 affected areas say the situation is unacceptable

    ‘DUMPING’ asylum seekers in Britain’s most deprived towns risks creating
    ghettos as they struggle to cope with the influx, local leaders have claimed.
    Politicians from some of the 10 councils in the country with the largest
    ratios of asylum seekers to residents have told the Government that the
    situation is unacceptable.
    The top 10 are all in Northern England, Scotland or Wales, in places already
    with high levels of unemployment.



    Worst-hit is Middlesbrough, which is the only council to have exceeded the
    Government’s guideline of 1:200 asylum seekers to residents.
    Last week it emerged some asylum seekers felt discriminated against in the
    town as their
    front doors were all painted red.



    This made them a target for racists and vandals so the Government ordered its
    contractor to repaint the doors different colours.
    In Cardiff, which is ninth on the list, a Home Office contractor came under
    fire for giving asylum seekers wristbands which they had to wear to get
    meals.
    The Welsh Refugee Council claimed the bands echoed the yellow star Jewish
    people were forced to wear by the ****.


    With Rochdale second on the national list, the town’s outspoken MP Simon
    Danczuk says he is furious about how the Government is dispersing asylum
    seekers.
    He said: “There are more in Rochdale than the whole of the South East.
    “It is putting real pressure on health services, schools and council
    services and it cannot carry on.
    “The Government needs to have a fairer system so all local authorities
    take a proportion, rather than just dumping asylum seekers in towns like
    Rochdale.
    “Rochdale is a cohesive community, we are quite diverse, but this is
    really upsetting the apple cart and it is creating tension.


    “You have groups of asylum seekers, who through no fault of their own
    have nothing to do because they are not allowed to work, wandering around
    the town centre, not speaking English.
    “It’s not fair on the asylum seekers and it’s not fair on Rochdale
    residents.”
    The Home Office said it will work with councils that raise concerns about
    asylum dispersal.
    A spokesman said: “Asylum seekers are housed where there is appropriate
    accommodation available.
    “Agreements between the Government and participating local authorities are
    voluntary and have been in place since 2000.
    “We review these arrangements regularly and all asylum intake has to be
    approved by the local authority involved.
    “We work closely with local authorities to ensure that the impact of
    asylum dispersals is considered and acted upon.”

    WTR rules surrounding holiday and sick leave have been a particular bone of contention for many years. For example, employees who fall ill while on holiday are entitled to claim those days back, and take them at a later date. Furthermore, employees continue to accrue rights to annual leave under the WTR while being on long-term sick leave, providing an opportunity for these rules to be abused.

    There are further examples of the WTR placing a potentially unfair cost on businesses. Compulsory and voluntary overtime, incentive bonuses and results-based commission payments must now be taken into account when calculating an employee’s rate of pay during WTR-mandated annual leave, which, some say, unfairly rewards employees, and benefits those who manipulate the timing of their leave.

    Likewise, depending on when they take their leave, the WTR may entitle part-time employees who only work for part of the year to the same holiday pay as those who work a full year, burdening employers and creating arbitrary distinctions.

    I am not going to have a big argument on this, but there is a case for saying that many people are employed in commission based jobs, which have a smallish salary, and the bulk of their earnings are linked to sales. In these instances the above arrangements would seem fairer.
    In my last job, our sales staff were paid a basic of 15k, yet the average earnings were over 40k. It would have been unfair to pay them holiday pay based on their 15k salary.

    Compared with a year ago, retail sales were 4.2% higher in January.

    That was the biggest annual rise since December 2016. The figures beat most economists' expectations.

    "Clothing stores saw strong sales, luring consumers with price reductions, with food sales also growing after a slight dip after Christmas," said ONS statistician Rhian Murphy.

    The ONS said clothing prices fell by the most since August 2016.

    The figures suggest that consumer spending may have picked up again after a lull following the summer's World Cup.

    The findings also echo those from the British Retail Consortium, which indicated that shops saw their fastest sales growth for seven months in January.

    It is worse even than this. Many of the UK's leading employers were routinely placing employees (usually women) on part-time hours (typically 24 hours per week) and demanding these workers work the rest of their hours on "overtime" at 1x salary. This was ripping these people off from 50% of their holiday, pensions etc

    However educated she might be doesn't negate the fact that stripping off to make a point is pretty stupid to be fair .

    I know this is potentially a horrible image , but if I was having a debate in a pub , and decided to strip off to make my argument , do you think people would take me more or less seriously ?
