These Nurses were not paying anything for the rooms. It was a Government incentive, whereby Foreign Nurses seeking UK crossover qualifications were given free accommodation for the exams.
So-instead of Migrants getting free accommodation in Hotel A while we fail to process asylum applications, and Nurses free in Hotel B, the hotels have been swapped.

York: Nurses' hotel accommodation to be used by asylum seekers
Nurses living in two hotels are being forced to move out to make way for asylum seekers, according to a hospital trust.
York Hospital hires rooms at two city centre hotels for overseas nurses to use while they take their exams.
The Home Office has booked out the hotels to house asylum seekers and the hospital said it was struggling to find alternative accommodation for nurses.
There are currently 82 foreign nurses in one York hotel, with 17 more set to arrive in December, a hospital board meeting was told.
Polly McMeekin, director of workforce at the hospital, said the trust had initially been given four weeks to vacate two hotels because the Home Office wanted to use them for "the next couple of years".
She said the trust objected and it was then given until December to vacate the rooms.
"York has a dearth of accommodation," added Ms McMeekin. "[This] leaves us with no other accommodation - we've explored the military, we've explored universities."
The move would leave the hospital in a "very vulnerable" position, she said.
"This is a vulnerability in our international recruitment pipeline, which is obviously a significant element of the trust priority plan."

Hotels have been given a better deal from HMG than were being offered by the Hospital Trust. So the NHS has to use an alternative hotel, or purchase accommodation.

The alternative view might be that hotel rooms for asylum seekers could be found that werent already booked by the NHS. As the asylum seekers land in Dover, you would hope that some rooms could be found that werent booked, between there and York. As these rooms were already booked in the long term, I can just imagine the hotels negotiating a more expensive nightly rate to compensate themselves for this. Obviously at the taxpayers expense.

Hotel boss being offered 'obscene money' refuses to house asylum seekers
Ahotel boss says she has twice been offered an "obscene amount of money" to close her business to guests and instead accommodate asylum seekers. Dee Allen said the offers have been coming in since September 2021.
Mrs Allen, who runs the Hatters Hotel in Drummond Road, Skegness, with her husband, said she was offered £10,000 a week to house 52 refugees for at least three months. But she rejected the offer, saying it would have had a "negative" impact on the coastal town.

General secretary Mick Lynch last night said talks with Network Rail had stalled. He said the bosses of 14 train firms involved in the dispute had also failed to make a formal offer in writing.

Mark Harper seems like quite a clever bloke (an ex-Chief Whip)
There was a further meeting today between the RMT and Rail Companies to try and sort the situation out, but from what Mark Harper was saying, there won't be an inflation increase in the Rail Workers wages whatever the outcome
