Better distribution of time, money and resources so that the police aren't snowed under doing stuff they aren't really trained in, and can concentrate on the 'proper' police stuff.
If a situation requires a trained mental health worker, then get a trained mental health worker to that situation and not some random copper.

Even in the UK many social service staff are too frightened to do their jobs correctly, so you'd still need law enforcement as a back up.

Defunding the Police won't work, making excuses for them won't work, making excuses for non compliance won't work, blaming racism from white, black, hispanic, latino, oriental, asian and indigenous gangs won't work.
Ripping up the 2nd Amendment right to bear arms and banning guns won't work either, but it might slow down the slaughter.

I think it is important to define what is meant by "defunding" the police.
People on the Right (and extreme Left) mean this to be dismantling the police, whereas, for most people it means something entirely different.
Police forces in the US, and the UK, have over the last 10-20 years been given a whole load of extra responsibilities. Often these are ones that the Police are not adequately trained about, nor are they things that Policemen want to do.
So, for example, as @TheEdge949 rightly points out, there are many areas of the US/UK where mental health support is virtually non-existent. There is no funding allocated to people who are properly trained, and instead half the proper budget gets allocated to the Police, forcing them to do things they should not be doing.
Some use "defund" arguments to attack the Police. But for many it would be a welcome return for policemen doing the job they actually want to do.
It is a complex argument. I fear that people just assume that the correct amount of money would be correctly reallocated. I think the concept might work better in the UK than the US. For the simple reason that far fewer people have guns here.

Meanwhile, 8 people were shot dead in Indianapolis last night. Not terrorism, just another random shooter who then turned his gun on himself.
And the common theme in almost all these things we are discussing, be it police or regular people, is..... guns.
As long as the USA are so insistent on the right to carry firearms, this will continue.
