PHE counts only deaths in people who tested positive for Covid-19, which means it is thought to have missed out thousands of people at the start of the epidemic.
The ONS, meanwhile, counts anyone who has the disease mentioned on their death certificate, whether they were tested or not."

US father, 42, fights for his life after his 21-year-old son ignored advice and went out with friends without a mask before infecting the whole family with COVID-19
John Place, 42, from Plantation, Florida is currently in the intensive care unit at Westside Regional Medical Center where he was put on a ventilator for more than two weeks. The dad and his family all tested positive for COVID-19 last month after his 21-year-old son went out with friends one night and unknowingly brought the respiratory virus back to their home. Place however, was the only who required hospitalization after four days of fever and nonstop coughing. He has now been in the hospital for nearly three weeks. His wife Michelle Zymet said she had repeatedly pleaded with her stepson, who was not named, to avoid going out with friends and to always wear a mask.
Boris Johnson gave a coronavirus briefing on Friday, accompanied by Lady Harding, who is in charge of the NHS test and trace system for England.
1. Delivering PPE
Boris Johnson: "We have substantially increased the pipeline of personal protective equipment [PPE] for the NHS and social care constituting over 30 billion items of PPE over the course of the pandemic". However, government figures show that only 2.3 billion items have actually been delivered to health and social care services in England, up to 12 July.
This includes 1.4 billion gloves (which are counted individually as opposed to in pairs).
It's not immediately clear where the 30 billion number comes from, but it could include future deliveries.
On 26 June, Lord Deighton who's leading the government's PPE efforts, said there were 28 billion items on order. Adding that together with what has already been delivered would be just over 30 billion.
