The man being chased is allegedly the shooter from the first shooting. It does appear that this individual is wearing a green polo with an orange shoulder bag.
In the video, the man being chased trips as he is running and falls to the ground.
A few of those who were chasing him attempt to attack him while he is on the ground.
He fires his rifle several times while on ground and appears to hit two or three of his attackers.

So many protests in the US seem to get hijacked by those who have their own reasons for getting involved, which have nothing to do with the aim of the protest.
