I would say online poker in general uses a standard industry technique. Maths tells us what the standard is. Regulation as it stands, does not look at what the maths says and the regulators have said themselves that they do not have the resources to look at things at all, never mind closer. It is open for sites to maximise profit and to retain custom, if they so choose.
I remember a site trying to establish themselves with a live dealer, anyone remember that? Was it Dusk til Dawn Notts own site? You would have to ask why a site was trying to do that! I remember they were advertising it as being 100% real. They clearly thought there was a market for it and players were seeking something more real.
They were doing it because donks think it's rigged and OMCs wanted a live experience.
An rng running from 1-52 is trivially easy to obtain and code. A more complicated version that for some reason lets me and you beat the games is not. A rewards system that redistributes to losing players is trivially easy to code. Maybe you think Sky has an army of devs working for them? I suspect the answer is less than half a person.
I would imagine they purchase the software, it would not make sense for all sites to write their own..... We have sites switching from suppliers all the time. FullTilt was my site until the scandal... came back on pokerstars software, completely different deck experience.

It amuses me that in a weekly board meeting on how to maximise profit, the newbie puts his hand up and says 'i think we should just let the players play, the deck be totally random and what will be will be and if we got very few customers playing at the end of it, so be it'... theres a silence and then everyone agrees with him/her!

Yawn, its the same deck for all level of games, even more importantly, cash.
Its the small edges in all casino's that make the difference, feel free to look at it as small, its actually huge over thousands of games.
There would be no fine, as its something that is not being actively looked at by anybody in its present regulated state.... even openly admitted by the Gambling Commission.

I dont know what part of games like this you can continue to believe this is totally normal, but you guys do! Oh if only i could bet on the combined odds outcomes which are absolutely guaranteed to come in (wipes drool from mouth)... but they wont allow it...
