But if I wanted to issue a Penalty to the PM, I would not be issuing 1 to him in the first wave.
Far harder for him to argue if half of his mates at the Party have already coughed up...
Not least because there would be just as much trouble if they did not. Time will tell.
I think the trade-off will be that they issue 1. Not the 4 or 5 they could. Because he will fancy his chances of surviving 1.
But he has survived so far. And the May elections are looking better for him than they did 2 months ago.
